Our History

Strategic Partners LLC was originally started in 2001 with the single purpose of providing state level advocacy for our clients. The traditional lobbying of the Ohio General Assembly on behalf our clients was mainly the focus of our business. However, much like our business economy has experienced tremendous changes, so too has the level of services we offer our clients.

The United States government is the single largest purchaser of all goods and services in the world. Even if your business never directly sells to a state or local government it is almost a certainty that most of your customer base does. The impact to your bottom line provided by government is undeniable.

In 2016 we expanded our services again to include legal assistance in business issues through our in-house general counsel. We have a comprehensive human resources consulting service that can assist in matters such as FMLA, FLSA and all significant employment issues.

We service all types of businesses — public or private, for-profit or a not-for-profit corporation, a small business concern or a Fortune 500 company. The Partners

  • David Byrnes – Partner
    David Byrnes is a partner of Strategic Partners, LLC and has over thirty-five years of government relations and lobbying experience, successfully representing both private and public sector clients. He has lobbied the legislative and executive branches of government on all levels and on a broad array of issues that include healthcare, Medicaid, Medicare, public pension, labor, higher education, energy and workforce development issues. From November 2004 to May 2010 he served as the Director of Government Relations for the MetroHealth System, the largest county-owned hospital in the State of Ohio. In this position, he represented MetroHealth at the federal, state and local level and was responsible for direct communication with elected public officials and their key staff members. As the director, he was very involved in the lobbying efforts on behalf of the federal Affordable Care Act of 2009 and in the enactment of three Ohio state budgets. He successfully completed a fellowship with the National Public Hospital Association from 2007-2008, focusing on issues regarding public health, the uninsured and Medicaid. Prior to his service at MetroHealth he was the principle public sector consultant for Political Resources Inc., the predecessor entity of the Strategic Resources Group. He was a member of the Board of Trustees of Cuyahoga Community College for 15 years, serving as Chair for four terms and a member of the Management (Finance) Committee for nine years.
  • Chris Sinagra – Associate Partner

    Chris is the managing director of CMS Consulting Services Inc. Chris has worked both as an executive agency and legislative strategic consultant for over a decade. In this capacity, Chris has had the privilege of representing public and private sector clients on a host of issues, including construction, public safety, workplace safety, higher education, nuclear power, clean coal, health care, labor issues, literacy initiatives, local government matters, solar energy, probate and regionalization issues—before all levels of government. His prior public service background includes working on the staffs of former United States Senator and current Ohio Attorney General Michael DeWine and former Ohio House Speaker Jo Ann Davidson. While in the Ohio House of Representatives he also served on the staff of several representatives serving in Northeast Ohio and Licking County. Chris is very active in his hometown of Lakewood, Ohio, working on many local projects including the City of Lakewood’s Housing and Urban Development Citizens Advisory Committee and the Winterhurst task force, as well as serving as a board member of a nonprofit literacy organization and coaching freshman football at Lakewood and Rocky River High Schools. He has volunteered as a member of the Northern Ohio Italian American Foundation and the Lakewood Rockport Kiwanis. Chris is a graduate of Wittenberg University.

  • Jennifer Sinatra, Human Resource Consultant

    Jennifer Sinatra joined Strategic Partners LLC in 2010, specializing in personnel and HR related matters. Jen has 4 years as an executive level Human Resource Generalist and 12 years in a Human Resource support role with strong office management experience. She also has dealt with critical issues such as employment termination, lay off and the hiring of personnel. During her career she has experience in aspects of the Age Discrimination in Employment Act, the Americans with Disabilities Act, the Family Medical Leave Act, the Fair Labor Standards Act, the ACA and HIPPA.

    Additionally her HR background includes managing worker’s compensation claims, labor relations, contract negotiations, managing health and welfare benefits, and project management. She is also familiar of the public pensions systems in Ohio, especially OPERS.

    Jen currently serves as the Commissioner of Human Resources for the City of Brook Park, Ohio and successfully handles all HR matters for the City’s over 145 full and part time employees. She has worked for both private and public employers in Ohio. Jen and her family are residents of Rocky River, Ohio.

  • Cory Roberts, Communications Specialist
    Cory Roberts joined Strategic Partners in 2015 as a Communications Specialist to redesign and modernize Strategic Partners’ website. During his time as a student at Case Western Reserve and Cleveland Institute of Music, Cory collaborated directly with the director of the renowned Recording Department at CIM to automate tedious tasks and tune their systems. The automation continued to be used after Cory’s graduation.
     
    After graduating in fall 2012, he started his technology consulting business, Tech by Cory, which provides web design and development, computer upgrades, installation, and maintenance, and general tech consultation to local businesses such as the Cleveland Classical Guitar Society. In addition to Tech by Cory, Cory is the Associate Publisher of CDC Gaming Reports, the #1 business-to-business publication covering the casino industry in the United States. Cory joined as the Technical Director in 2013 and got promoted to Associate Publisher in 2015. At CDC, Cory has spearheaded numerous projects including a full website redesign and creating a searchable database of over 30,000 casino news articles. He is also responsible for many daily operations including his own afternoon report titled “Last Call” detailing and summarizing the day’s relevant news.
